    SEOUL, SOUTH KOREA, May 21, 2021 – Seoul decided to expand its smart poles (S-poles) in earnest. S-poles are a city infrastructure where traffic lights, street lights, closed-circuit televisions (CCTVs), and security lights are combined. They are also equipped with diverse information and telecommunications technologies (ICT), such as public Wi-Fi, smart CCTVs, IoT sensors, and drones.

    In February, the Seoul Metropolitan Government (SMG) installed 26 S-poles at six locations (including Seoul Plaza, Sungnyemun Gate, and Cheonggyecheon stream) most-visited by its citizens. In doing so, the SMG was able to set up appropriate operation guidelines and standard models for institutionalization and expansion of the poles. The city government plans to build 190additional smart poles in four districts –Guro, Dongjak, Gangdong, and Jongno—by the end of this year.

    In Hangang Park, customized smart poles with CCTVs will be installed. These poles are expected to increase the city’s emergency response capacity with its “abnormal sound detection CCTV.”

    When an abnormal sound is detected, the CCTV rotates its head to the direction the sound comes from to capture the footage. In addition, the SMG can add “intelligent warning lights” to the poles.

    By ringing a siren-like sound, these lights warn of an emergency and let people get immediate help from others.

    In the second half of this year, Seoul aims to carry out a pilot project to enhance the functions of S-poles by embedding electric vehicle chargers and drone stations in them. This will allow the city to address the shortage of charging stations and transform itself into a green city. The SMG will also consider using drone stations in monitoring disasters and saving lives.

    For a systematic expansion and institutionalization of S-poles throughout the city, Seoul completed ten standard models and installation & operation guidelines this month. The ten standard models have a flexible set of functions that can be added or combined based on the surrounding environment’s needs. For instance, the officials can add smart functions to security lights of an alley and traffic lights, street lights, and CCTVs of a road.

    The guidelines include application plans for information service based on object recognition, urban phenomenon analysis based on S-DoT (Seoul’s data collection IoT sensors), and city guide QR code. It also has built a foundation for the future where autonomous driving and telecommunications technologies are connected through Cooperative-Intelligent Transport Systems (C-ITS) and a 5G signal repeater.

    The smart pole pilot project was proved effective in improving the urban landscape through the integration of various facilities, reducing the replacement cost by using the road infrastructures that are soon to be changed and securing the safety of facilities. An analysis of Seongdong district’s installation cost of 2020 showed around 12 to 21% of cost reduction effect.

    “S-poles are the core infrastructure of a smart city, which can reduce the cost while improving the scenery, safety, and convenience,” said Lee Won-Mok, Director General of Smart City Policy. “We will work on developing newly-demanded features for smart cities from electric car charging to drone-related technologies to create smarter urban infrastructures.”
