Celebrating the second anniversary of the enforcement of “Minsik Law,” the Seoul Metropolitan Government (SMG) announced its 2021 Comprehensive Measures for School Zones for creating flawless school zones to prevent fatal accidents and injuries involving children. The SMG will create a safe traffic environment for children by setting a comprehensive measure for reinforcing facilities and safety support.
This year, the SMG will closely and strongly crack down on illegal idling/parking and speeding, and improve blind spots that cause traffic accidents on congested backstreets and crosswalks.
Firstly, fines for illegal idling/parking at school zones will be tripled compared to that of regular roads. Until the end of the year, more than 1,000 traffic enforcement cameras will be installed in high-risk areas, such as near elementary schools, kindergartens and daycare centers.
For backstreets where vehicles and pedestrians share roads, the speed limit will be lowered to 20 km/h and roads will be paved with block designs and installed with benches to calm traffic.

According to the Road Traffic Authority’s statistical data, about 61% of traffic accidents involving children occur on crosswalks. Thus, the SMG will be introducing the smart crosswalks at 200 locations for the first time.
A smart crosswalk is a smart traffic control system where sensors detect speeding and violation of stop lines by drivers, and pedestrian jaywalking is warned in real time by audio alert. In addition, it secures safety when it is dark as the traffic light is installed on the ground on the area where pedestrians wait so that people can see the traffic light well at night, along with logo lights and spotlights.

Currently, the SMG is conducting the safety management of crosswalks near elementary schools through parent volunteers and job projects for the elderly. In the future, different courses for children whose houses are relatively far from school will be protected as well with 644 traffic safety guards accompanying the children.
The SMG has plans to prepare more thorough measures to remove all factors that threaten the pedestrian safety of children, such as speeding and illegal idling/parking, which will make school zones a space for all pedestrians, including children and senior citizens, and create school zone ways that everyone can use without worry.
