Mapo Oil Reserve Base

  • In 1976, five underground storage tanks (capacity: 1310,000 barrels) were placed at the foot of Maebongsan (Mountain) in Seongsa-dong, Mapo-gu to store petroleum in case of an oil crisis and were used for almost 20 years.
  • Then, in November 2002, with the construction of a soccer stadium to hold the 2002 Korea - Japan World Cup, the oil was moved to another location due to safety issues and concerns that it may provide a poor scenic view since the base is located within 500m of the stadium. As a result, the base has been closed for more than 13 years.

  • Location: San 53-1, Seongsan-dong, Mapo-gu (western boundary of the World Cup Stadium)
Current condition of the Oil Reserve Base:

The size of the tank and the inner area of the walls is 1,100m² and 1,700m², respectively. They are large enough to be used for other purposes.

Efforts to utilize the facilities
  • The Public Development Center collected the opinions of citizens through various venues and used these to establish the basic guidelines for facility usage entitled “The formation of social consensus and agreement in sync with the city’s goals.” Since May 2013, Seoul City has been holding citizen open forums, idea competitions, on-site seminars, and online and offline promotions to establish the vision and measures for the utilization of the Mapo Oil Reserve Base.
  • The invitation of the public to participate in the public development project is the first recorded case in the history of Seoul City’s administrative affairs. All ideas collected from the process will be disclosed to the public and will be analyzed based on international design competition guidelines.

  • Space for exhibition, experience, information exchange, and performances and lectures should be given priority consideration.
  • Opinions suggested by citizens, international students, and experts through an idea competition can be summarized as follows: the interior and exterior space of the tanks should be integrated to be able to perform various functions.
  • Space for exhibition and experience: Exhibition space to offer unique experiences by utilizing the interior and exterior spaces of the tanks
    – Space for the public to hold exhibitions
  • Space for information exchange: Space for the public to view, search, and research information related to the environment-Multi-purpose space that can hold small seminars, lectures, and permanent exhibitions for citizens
  • Space for performances and seminars: Space that can accommodate a wide variety of activities, such as music, play, and seminars-Multi-purpose space that can be used by other organizations when there is no regular program
  • Concrete design ideas for facilities and their sizes to be applied to each tank will be collected through an international design competition.
  • The facilities and their sizes to be applied to each tank will be collected from architects and landscape experts throughout the world via an international design competition to collect outstanding creative designs that match the purpose of the project.: Seoul City will perform the general tasks needed to hold an international design competition. such as selecting review committees, international promotion, and securing fairness and credibility of the competition by producing a detailed guideline and organizing an advisory committee.
  • According to the project schedule, an international design competition will be held in April to select a winning design by the second half of the year. The basic and actual designs will be established by 2015, and the construction of the facilities will also be completed by 2015.
